Monitor mobile data and add an option to limit mobile data usage

In my opinion this should have a higher priority than just Wishlist as
the absense of that feature lately costed me a few euros of roaming
coasts. (I paid for 150 MB and the SMS which told me that I had exceeded
that volume arrived with a deleay of a few minutes.)

- As of now it is not possible to have a look at how much cellular data
- was used in the last $n$ days. Also it is not possible to limit this
- data to $m$ bytes.
