It does allow the tests to pass at the Kleopatria startup.
The cursory look that I took the the app, show that everything appears to be
working.

This is a regression introduced in gpgme1.0 1.4.3-0.1ubuntu2 which
completely disables the gpgsm (S/MIME) and gpgconf backends.
Could you please test this package:

It basically reverts the changes from 1.4.3-0

I can confirm that a downgrade to the 13.10 Saucy packages did the trick
an Kleopatra now works again correctly. I had to perform the following
downgrades:
gpgsm:amd64 2.0.22-3ubuntu1 -> 2.0.20-1ubuntu3
libgpgme11:amd64 1.4.3-0.1ubuntu3 -> 1.4.2-0.1ubuntu3
libgpgme++2:amd64 4:4.12.95-0ubuntu1 -> 4

On a new install Kleopatra being unable to decrypt PGP/MIME messages.
