Does the command xdg-user-dir DOWNLOAD specify the correct location?
Other than that, is the custom folder icon missing regardless of the
current selected icon theme?

Yes, it point to `/home/kuba/Pobrane` and my theme have this icon:
folder-download.svg and 3 symlinks that point to that file
folder_download.svg folder-downloads.svg and folders-downloads.svg
and the icon that show up is generic directory, it's folder.svg or one
of it's symlinks:
Does this problem affect all available icon themes and user accounts?
