I can reproduce this here and it will be fixed with 0.4.6 (to be
uploaded when the archive is unfrozen).

Have you enabled the universe repository?
Yes, I have (in /etc/apt/sources.list). Also, sudo apt-get install
gstreamer0.10-plugins-bad worked immediately.
(On a sidenote: even if I hadn't enabled it, I'd still expect the codec
installer to find it, since it explicitly says that it will also
