Please try to change your actual system language via systemsettings to
danish.
I am not entirely sure but I think the actuall IO will be done through
forked processes and those will not get the language setting from KHC.

I am reasonable certain you need to have kde-l10n-foo installed in order
to get khelpcenter to try to lookup the localized version at all.
e.g. install kde-l10n-da to get the danish locale going
