I hit this problem in ubuntu 20.04 as well, but I fixed it by switching
lightdm to gdm3
sudo apt install gdm3
sudo dpkg-reconfigure gdm3

I ran
strace /usr/lib/x86_64-linux-gnu/indicator-keyboard/indicator-keyboard-
service --use-gtk
and found that it was failing with message
Settings schema 'org.gnome.libgnomekbd.desktop' is not installed
So I used apt-file search org.gnome.libgnomekbd.desktop and found that
it is in the
I reinstalled the package via synaptics and the error still occurs when
logging in occasionally.

since the com.canonical.indicator.keyboard schema should be installed
when indicator-keyboard is installed.
