Ok I have found the problem - wrong boot loader device selection. I have
left the preselected /dev/sda which did not work together with /dev/dm-1
raid selection.

It looks like grub-install was, in fact, successful, but ubiquity
decided that it was not after trying to read a partition table on one of
the individual disks, which isn't valid.
