I cannot reproduce this issue. There was a recent update in Compiz that
might have fixed this. Could anyone affected by this please make sure
they are using the latest Compiz and see if this still occurs?

section - Window stickyness (bottom of General Tab). Select/enable the
checkbox next to 'Make on all desktops windows sticky'.
