Attempting to use the Dvorak keyboard layout in the webbrowser-app (and,
by extension, all webapps) fails, with input reverting to QWERTY layout.

layout switcher
Actual behavior: webbrowser-app recognizes QWERTY (the layout chosen during 
install), ignoring whatever is chosen through the layout switcher.
