I didn't make that change though. My grub configuration was just fine
before the upgrade. After the failed upgrade and a restart the
configuration was changed and not by me.

Ok I figured it out! for some reason grub got updated incorrectly and
there was an extra character stringing "splash" and "pcie_aspm=force"
together:
GRUB_CMDLINE_LINUX_DEFAULT="quiet splashvpcie_aspm=force
