Same result with image #u15. Fresh image ( --wipe ). Installed packages mentioned below, manually created /var/lib/urfkill, and added the urfkill path to /etc/system-image/writable-paths. Reboot. Both WiFi and Modem are active after reboot. Enable flight-mode & reboot again. WiFi is off aft

I think this is only missing the addition of /var/lib/urfkill to writable paths (and for it to be persistent). Note that this is a path that needs to be added alongside /var/lib/rfkill for now, until we stop shipping the rfkill-store/rfkill- restore jobs in the rfkill package, which requires seedi
