While testing FlightMode on mako, I noticed that whenever the modem is
offlined, the data tech indicator briefly changes from 3G to
disconnected, and then re-displays 3G.  The cellular signal strength
icon never changes.  When the modem is offline, both should indicate
that the modem is offline ( ie. no signal, and no data connection ).

Tested on mako running image #u4.

Note, I tested with the following packages and setup changes ( upstart
jobs are attached to this bug ):

Package Versions:
 - urfkill: 0.5.0+20140429.092522.b3b9563-0ubuntu1~mtrudel4 ( 
ppa:mathieu-tl/nv-build )
 - network-manager: 0.9.8.8-0ubuntu9~mtrudel1 ( ppa:mathieu-tl/nv-build )
 - ofono: 1.12.bzr6858+14.10.20140501-0ubuntu1 (

 - telepathy-ofono: 0.2+14.04.20140407-0ubuntu1~awe1 ( ppa:awe/ppa )

Other Setup:
 - /etc/system-image/writable-paths needs an entry for /var/lib/urfkill
 - rild.conf and ofono.override need to be manually uploaded to /etc/init

Steps to Test:

1. Follow setup from above and reboot after packages are installed.
2. Use the attached script rfkill-flight-mode to query the state of flight-mode 
( it should be off initially )
3. Run '/usr/share/ofono/scripts/list-modems | grep Online' to check the state 
of the modem
4. Run 'rfkill-flight-mode 1'

Notice that the 3G icon briefly shows disconnected, but then comes back
up.
