This is more of an enhancement needed rather than a bug. So how do we go
about doing it.
PS: Would someone be kind enough to tell me which are the files
responsible for drawing the System Settings > Mouse and Touchpad pages.
The fix should be done there I think. (Really new to this.)

I think a workaround is to use xinput.

Alberts Muktupāvels, fair enough. Feel free to change it to the
appropriate package that would be the root cause of this problem while
using gnome-session-fallback / gnome-session-flashback (not Unity), as
these and their dependencies are all Ubuntu supported packages.

Why do you think that this is bug with gnome-panel? GNOME Panel does not
know anything about touchpad nor any other device you are using.
This is most likely bug with gnome-settings-daemon and/or gnome-control-
center. But ubuntu at least for now are using unity-settings-daemon and
unity-control-c
