Maybe tracker should use io scheduling class 'Idle' instead of 'Best effort 
(prio 7)'.  See src/trackerd/tracker-ioprio.c.
At least "ionice -c 3 -p <trackerd pid>" seems to help quite a bit.

Beagle worked much nicer on my systems, it uses 'Idle'!
