As suggested in #3 above, this solution may work:
The clean solution to this issue is to install libjack-jackd2-dev
*before* installing portaudio19-dev.

Looks like this is still unresolved. I have OBS Studio installed, and
apt suggests removing it (and a lot of other stuff) for being able to
install pyaudio/portaudio19-dev.

I believe Debian has done it this way, because of the way extra symbols
are checked for as a part of jack. libjack0 has the API that all apps
should be able to use, and if apps want any additiona featrues from
jack2, they check for the various symbols.

libjack-jackd2-dev. Has anyone done this in a pbuilder/schroot?

portaudio19-dev depends on libjack-dev which indirectly suggest
installation of jackd1. By installing libkjack-jackd2-dev before
installing portaudio19-dev this dependency will already be met, and you
can install it without having to downgrade jackd.

I have a problem related to this I believe.
I wish to compile a program using portaudio19, but if I install
libportaudio19-dev, it requires me to remove jack and jack2 and those
development files, and I want to keep those. Right now there is a
package libportaudio2 that seems to be the shared lib
Totally agree. At the very least, portaudio19-dev and libportaudio-dev
should conflict with each other - since the last one installed will
overwrite portaudio.h with their own version.
