A bit more information...
Signal strength is exposed as the Strength property of
org.ofono.NetworkRegistration, and is only valid when the status is
Registered or Roaming. Per ofono's documentation, Strength can
have a value between 0-100. In the case where the GSM strength is
reported as 2,
Whether it's truly a case of not having enough signal strength or some
other error I would expect my phone to give me some sort of an
explanation why the call could not be placed. Also if there is no signal
the dialer should inform the user that a call can not be made when
trying to place one.
Also, to get RIL traces, you need to define the environment variable
OFONO_RIL_TRACE in the ofono.override upstart job.

Using a freshly flashed wiped image #33, I'm able to place outgoing
calls with without a leading +1, or 1. Calls to my land-line and
personal cell phone work fine.

I did a quick analysis of the RIL commands in the attached log in
comment #1. A few observations...
1. The DIAL command was sent at 17:41:49
2. We receive two CALL_LIST_CHANGED messages and the reply to our subsequent
GET_CURRENT_CALLS requests shows a single call with status=2 ( DIALING ).
