The new ATI driver 8.40.4 is out today. It adds an x86-64 binary for their control center, the ability to adjust dual-display/TV-OUT settings via their control center, and most importantly the ability to start multiple 3D accelerated X servers. (i.e. fast-user-switching, currently only the first user gets 3D support, rest are 2D-only) I've tested it on my x1400 and it works great.
