Utopic ships 1.3.21-1. 1.2.9-2 was only shipped with Trusty. I cannot
reproduce your issue on a fresh cloud image - neither on Trusty nor
Utopic.

that version on utopic from their mirror:

This seems to have been fixed by an upgraded version of the awscli
package in utopic release. In trusty the same version doesn't seem to
have this bug.
