Please sync intel-vaapi-driver 1.3.1-2 (universe) from Debian unstable
(main)

Explanation of the Ubuntu delta and why it can be dropped:
  * control: Re-add the transitional packages, still needed for
    upgrades from precise.
No longer needed

    - Change Section to video to align with the override.
    - Add Provides: va-driver to i965-va-driver.
