Public bug reported:

not always but rather frequently, 'check for updates' runs forever (device is 
connected over Wifi and I let it run for 15min or so)
Restarting ubuntu-system-settings doesn't fix the problem. Only a reboot of the 
device does.

TEST CASE:
1. Open system-settings
2. Tap the 'check for updates' icon
3. Wait until it displays a list of available updates or a message that says 
it's already up to date.

ACTUAL RESULT
It keeps spinning in the state "Checking for available updates..."
