Public bug reported:

This basic feature (working in MS Word without issues) does not work
when you have selected paragraphs with different font sizes, which is
basically the very situation in which you want to use this feature in
the first place (typically shift all the font sizes in the whole
document when converting from A4 to A5 e.g.)

Also, it does it by 2, not by one. It should be customisable.
