I just ran into this problem upgrading from 12.04LTS to 16.04LTS.
systemctl status apache2.service
● apache2.service - LSB: Apache2 web server
Loaded: loaded (/etc/init.d/apache2; bad; vendor preset: enabled)
Drop-In: /lib/systemd/system/apache2.service.d
I just ran into this on an upgrade from Hardy (8.04) to Lucid (10.04).
The issue was that when the mime module was first enabled, mime.conf
didn't exist and so wasn't symlinked into /etc/apache2/mods-enabled/.
Running `a2enmod mime` fixed it, but perhaps this should be fixed in the
lucid apache2

I just upgraded to Gutsy from Feisty and installed apache2, and ran into
this. I purged all of my apache2 related packages and reinstalled
apache2, and then it started fine.

I got only one question/diff, refused it as it was just the type vs
encoding bloc for compressed files so that's why I had no TypesConfig in
it (I may have missed that in the diff), yet, the huge changes in
apache2.conf were not shown despite the fact that this file was highly
customized.
