It's also broken on 16.04 and friends; that's not the same bug as here
(it is, but on a different release target).

at a fresh Mint 18 installation on user's PC, adding openSSH to cli (ok… of
course), then adding xrdp, and make this changes:
/etc/xrdp/sesman.ini
param1=-bs
param2=-ac
param3=-fp
param4=/usr/share/fonts/X11/misc
param5=-extension
param6=XFIXES
param7=-depth
param8=16
param9=-loca
apparently , the xrdp package is missing an installation depency to
x11rdp - and that´s probably because of https://bugs.debian.org/cgi-
bin/bugreport.cgi?bug=469754
i think what needs being fixed is the xrdp.ini, as it contains ini
configuration for something which simply isn`t there.
ditch xrdp
could you please check the output of "dpkg -s x11rdp" ?
