I also reproduced it flashing this morning's image with --wipe. Here's
the output of urfkill's enumerate script and nmcli:
root@ubuntu-phablet:~# /usr/share/urfkill/scripts/enumerate
/org/freedesktop/URfkill/devices/100
Printing props for unspecialized device:
This (or a similar issue to bug 1321627) was impacting the wifi network
setup on mako devices for smoke test with image 123. When I tried the
workaround suggested in
https://bugs.launchpad.net/ubuntu/+source/urfkill/+bug/1321627/comments/17,
the wifi became active and useable
