[Impact]
* This bug is the third and final piece of the fix for 
https://bugs.launchpad.net/ubuntu/+source/xfce4-power-manager/+bug/1303736
* Impacted users will find that despite the new versions of 
light-locker-settings and xfce4-power-manager, new users are still affected by 
the above bug.
* The new xubuntu-default-settings release disables the 
"logind-handle-lid-switch" in xfce4-power-manager in the same way that 
light-locker-settings does, thus providing the fixed setting to new users.

[Test Case]
1. Create a new user.
2. Log in with the new user.
3. Suspend the computer by shutting the laptop lid.
4. Resume the computer and attempt to log in.
4a. Without the fix, the display will appear black and will be unusable.  
Affected users will need to restart their computer.
4b. With the fix, the session will resume as expected.

[Regression Potential]
None.  The only change included is the xfconf setting for xfce4-power-manager.

[Other Info]
As before, this bug does not affect all users and seems to be dependent on 
hardware.  The bug fix addresses the issue for potentially affected users, and 
would thus be desirable for the 14.04.1 release.
