I'm not sure if it was because this bug was fixed upstream or I have
installed some additional packages (I've installed Gnome desktop
environment recently), I no longer encounter this problem.

UPDATE:
After installing kdeconnect (which allows me to connect my phone and my
pc), I connected my Android phone and my Xubuntu computer. When I tried
the "Remote Input" (which allow the user to use the phone as a touchpad
for a connected pc), if I click on the arrow, the value only change by 1
The problem was so bad for me I gave up on Xubuntu altogether and installed
Manjaro (Arch fork) with the XFCE GUI.
I haven't had the issue on Manjaro and I have it on multiple computers. So it
doesn't seem to be specifically an XFCE problem...
I would like to install Xubuntu on my husband's
I'm using Xubuntu 16.04, installed with xubuntu-core using mini iso. I'm
experiencing this same bug since installation, and it affects virtually
any application I use on my system (at least I cannot recall any
application that wasn't affected).
