Public bug reported:

Pidgin should execute send file command when a file drag and drop into a
buddy list of chat window.

How to generate:
1. Drag a txt file into a buddy (in buddy list window)

Expected output:
Pidgin should send the file to selected buddy


Original output:
Nothing just happen. When i drag and drop a image file only then pidgin set the 
dragged image as profile buddy icon.
