This fits failures that we have seen in Vodafone (Spain) Giffgaff (UK) where we send an m-notifyresp.ind PDU but the operator server does not accept it. m-notifyresp.ind confirms to the network that we have received the MMS, so it makes sense for the network to retry sending the message if it ha
