Binary package hint: gnome-control-center

I have several reasons why I don't think it makes sense to check for AT
here

1. It is possible to get to the preferred applications dialog using
another route, from the preferences menu without this check taking
place.

2. Accessibility apps that need AT check for and enable it as needed by
themselves.  They also explain the process much better than the gnome-
at-properties dialog.

3. Accessibility apps start anyway regardless of whether AT is enabled
or not.
