The problem seems to have disappeared after last upgrade. It installed
the following files (which may or may not be relevant for solving the
problem:
- libktnef1 4:3.5.7enterprise20070828-0ubuntu1
- libkdepim1a 4:3.5.7enterprise20070828-0ubuntu1
- libkleopatra1 4:3.5.7enterprise20070828-0ubuntu
I have the same problem here. It seems that this is related to the fact
that the connection to the POP3 server is kept alive after mail
download.
After some time, the connection seems to be closed and it is possible to
download mail again.

In my opinion this bug must be put in high importance, because it
doesen't permit to send mail and receive. one of the main features of
Kontact are send mail then I put it as 'high importance'
