Bluetooth page allows scrolling of devices within section

The Bluetooth page in system-settings allows scrolling of devices.
To reproduce, got to the Bluetooth section and make sure you either have
a device connected or in range. Once devices are in there, drag them
up/down.
This happens in both sections: devices

Ken, I saw you started work to fix scrolling issue in that list, I guess
that's going to resolve that problem as well, assigning to you

You should probably use a Repeater instead of a ListView for the devices
in there.
