Public bug reported:

Metacity does not properly focus windows at all.

I've reproduced this behavior on many different hardware machines
running Ubuntu 7.04.

To see the problem in action, first add a few buttons to the panel at
the top of the screen.  Then, open firefox.  Open some other programs
using the quick launch buttons.  Open some programs using the
application menu.  Witness that the newly opened program windows
sometimes will be focused, sometimes will NOT be focused.

Obviously, by clicking a button or navigating the menu and then
clicking, the user has VERY CLEARLY indicated that they wish to run this
program, and it should be focused when it launches!  The new windows
will also do the flashing window thing in the task list, asking for
attention, instead of being focused.

This is a _HUGE_ usability issue, that needs to be resolved ASAP.
