OK, to be clear (from history of bug) design has stated to "re-enable"
the restart feature for now for convenience of engineers & early users,
knowing that at some point when we are stable we should again disable
it.

I'd like to think it's mainly relevant for unstable images or
development in general.

I'm hoping that the agreement was to re-add the restart feature, but I'm
not 100% that's what the previous two comments meant.
Regardless, I've never had a cell phone which didn't need to be rebooted
on a regular basis. We can't really expect ours to be any different.
