Debian upgraded tilp to 6.81-1 recently
(http://packages.qa.debian.org/t/tilp/news/20081020T141711Z.html), is
this change still required? Are there reasons why Debian maintainer
didn't switch to tilp2?

Debian and Ubuntu both continue to ship tilp, but upstream recommends
using tilp2 instead
(http://www.ticalc.org/archives/files/fileinfo/158/15898.html). In that
light, yes, tilp2 is tilp's replacement, but tilp2 should not ship a
transitional package for tilp until Debian has one.
