The toolkit problem with standalone labels is bug 1242666.
I can't reproduce this bug in 14.10 r179, but what you describe is what
I actually designed, so I assume it's been implemented somewhere that I
can't see yet.
It may be true that the After 1 minute summary value gives people too
narrow
Cimi was probably running with all of the UI enabled, which shows the
spec'd After 1 minute bits. But if you just run normally, we only
show what we have implemented, so you get the Lock phone UI (because
the after 1 minute code isn't working).

The pattern is settings is to show some info on the right hand side of the
particular option label.
The option here is actually Lock phone not Lock screen, which would be
pretty obviously where to set a passcode.
Will await design guidance.
