Cimi was probably running with all of the UI enabled, which shows the
spec'd "After 1 minute" bits. But if you just run normally, we only
show what we have implemented, so you get the "Lock phone" UI (because
the "after 1 minute" code isn't working).

The toolkit problem with standalone labels is bug 1242666.
I can't reproduce this bug in 14.10 r179, but what you describe is what
I actually designed, so I assume it's been implemented somewhere that I
can't see yet.
It may be true that the "After 1 minute" summary value gives people too
narrow
This pattern is not discoverable, you see information about time, and
you expect the button to change the time, not going in a sub page with
other settings.

The pattern is settings is to show some info on the right hand side of the
particular option label.
The option here is actually "Lock phone" not "Lock screen", which would be
pretty obviously where to set a passcode.
Will await design guidance.
