Oh, this got released already in time for RTM. The text for that page
now asks the user to restart the device. We still don't have a shutdown
dialog in the wizard, but that's a separate bug 1381731.
We also moved the SIM screen right after the language screen, before the
password screen.

Also, why is this after the security lock? It makes no sense to choose
one if we are going to have to restart and do the wizard all over again.

Currently the wizard shows a page that says you should add a SIM card,
but it doesn't mention anything about restarting. So I feel like stuck
here, I inserted the SIM and I'm still getting an error message. If I
skip and continue I won't be able to make calls. +1 to the restart
button.
