Confirm: On the first login after startup g-p-m consumes 100% CPU and my
display is rapidly flashing (going up and down) showing a brightness around 50%.

I think I am seeing a duplicate of this bug as well. When off AC, I
adjust the brightness, however, the Dim to takes over and down adjusts
my brightness. This happens irregularly, though.. sometimes it stays
bright the whole time.. sometimes it goes down.. sometimes it goes to a
lower point than

I've got a similar bug occurring again, but it's not exactly the same -
the down key increments properly one step at at time now, whereas before
one press would send the brightness all the way down to the lowest
setting. But the up key still is displaying the same behavior

It's a new bug, there are some reports like bug #140839 and bug #140572,
and probably bug #117327.
In my case, this time g-p-m is using 6 as the unit to add/subtract to
current brightness level. According to acpi, my brightness possible
levels are: 12 24 36 48 60 72 84 100. So, if I'm at 100,
Bug has not returned, it's a different bug.

g-p-m is very broken in gutsy - no matter what version.
Since I upgraded to gutsy, there are a lot of regressions I see, which seem to
be confirmed by a lot of people.
FYI: Currently I'm using
hal 0.5.9.1-1ubuntu8
gnome-power-manager 2.20.0-ubuntu1
For my above reported bug I had to delete

The patch applied in g-p-m version 2.19.6-0ubuntu3 fixes bug #130274,
which is MacBooks users getting the same behaviour as us, but at the
same time it breaks g-p-m for other users.
I think a better thing to do is to replicate what is being done upstream
