A branch is being landed now so that when the screen is locked, popups
are not displayed (all other notifications still work).
Further refinements really need design input.

I believe the plan was to have a setting in Privacy to strip the
notifications of sensitive data or disable them altogether when the
phone is locked.
You can already disable the indicators when locked, meaning that the
notification is only shown on screen for a few seconds, slightly
reducing the
Ah and unity8 doesn't necessarily have to do anything with this, it's
the original backends (or ideally the post office) that should handle
this.
I'd imagine, when creating ta notification, the backend would provide
both a rich and a privacy-concerned set of data, the post office
