I had the similar/same issue. The problem was that hal was not running.
Starting HAL using using:
sudo /etc/init.d/hal start
made the Power Manager happy again.

Is this gutsy or feisty?
Can you attach "lshal" output when battery is present and when no battery is
present?
Can you Quit powermanager and run "guidance-power-manager" from Konsole and
reproduce the problem and check if any messages are reported in console?
