Public bug reported:

Binary package hint: update-manager

update-manager asks the user if he/she would like to dist-upgrade if additional
packages need to be updated or installed.
it then opens a pop-up window and the update process looks different from a
'normal' update process.
this behaviour just confuses the user. update-manager is in charge of handling
updates, NOT the user.
so, just install/update all packages, don't ask the user what to do.
users who fancy with their apt policy don't use update-manager anyway...

** Affects: update-manager (Ubuntu)
     Importance: Undecided
         Status: New
