Part of the solution is that the click sound needs to be moved out of
qtubuntu-camera and into any apps that want to play a click sound when
the camera snaps a pic.

media-hub backwards compat with authenticato
Seems the "camera" policy doesn't work any more without also requesting
"audio". Authenticator doesn't require any audio so I'm hesitant to add
it there. Would it be possible to just fail playing audio gracefully but
still have the camera working?
