Same problem still here on bionic. Roundcube-core depends on libapache2-mod-php which of course will pull in apache2 no matter what else. That dependency is listed as libapache2-mod-php or php which seems to be superfluous since PHP is unavoidable anyway. And while I'm at it there's also a hard
