Looking at the bluez code, this is actually the expected behaviour.
Currently bluez only supports one modem, as there's not really a good
way to support HSP with multiple modems (which modem should it use when
pressing the call button?).

Need to discuss this better internally and with the product management
to see if we indeed want to support such use case, and then better
understand how that can be done.
