I can't reproduce this so far, I've upgraded from 1.7.0~beta5+bzr3198-0ubuntu1~trusty1 to a package built from trunk; I've seen bug 1380805 (i.e. the cluster got renamed) but I didn't see a new cluster being created. You said on IRC the upgrade wasn't smooth… can you describe what happened exactly
