The availability of SIM retry counts are hardware dependent. krillin
modem does not update the retry counts before one attempt is made, thus
it's impossible to show the retry counts directly after a reboot.

System settings only provides UI for enabling/disabling of the SIM pin
and changing the PIN. I think entering the PIN after boot is handled by
indicator-network.
