Wow this is a really old bug. This was fixed in the final gutsy release
even.

Ubuntu 7.10: The top window bar, which contains the minimize, maximize
and close boxes to control the open window, has disappeared with the
Sept. 19, 2007 Gutsy update of 153 packages, including compiz updates.
The only way to close windows is through the FILE menu
Supplementing my report of 9/10/07: the update of 9/20/07 (totalling 107
files) has now completely trashed Compiz. All of the settings in "DL
Desktop" and "Appearance > Desktop Effects" are correct, but there are
zero effects. None of the hot key buttons work to rotate cube, etc.
