That's great. I will mark this report as duplicate then, because the
underlying problem is not resolved yet. Xfce should be able to detect
and repair a corrupted config file (or at least inform the user).

Ah! You were right. That configuration file is very likely from the
previous Xubuntu installation (which was a 14.04).
I've deleted it, and re-set it again, and everything works as expected.

Mary, the attached config file contains a mixture of and
keyboard shortcuts. The "Control" notation has been replaced
with "Primary" in Xfce some time ago. However, this change was not yet
applied to the custom keyboard shortcuts configuration in Xubuntu 14.04
(bug 1292290).

I see the same thing here in 15.04.
The Cntl+Fn keys are set to workspaces.
As a workround go to Workspace Settings and remove the combination(s)
from there before setting others.
(I actually use meta+F8 for Clementine Next )

I'm actually having problems with Ctrl+Fn also on another application
(an editor) - when I try the combination Ctrl+F9, nothing happens; I
don't know if the problem is common, so that this is a general system
problem, or not.
