IIRC, the debian-installer wants to always format swap, but when doing
so, makes sure not to change the UUID if it already is formatted as
swap.

the install complete and booted, i now see that swap was not formatted,
consistent with as was presented in the partitioning summary. so the
problem here is the misinforming dialog.
