I confirm your analysis of this bug. I also concur with Seb's
recommendation that you forward this bug upstream to the Debian
maintainer. The mingetty package is a seldom-used package in Ubuntu
universe which is currently in sync with Debian, it doesn't seem to make
sense to carry a delta in Ubun
Thanks for your work, the patch seems reversed though? The package is
also in sync with Debian, could you send your changes to their bug
tracker as well?

The attachment "a patch generated by quilt" seems to be a debdiff. The
ubuntu-sponsors team has been subscribed to the bug report so that they
can review and hopefully sponsor the debdiff. If the attachment isn't a
patch, please remove the "patch" flag from the attachment, remove the
"patch" tag,
