Nearly a year after this bug was marked as 'high' we have not solved
this. With 18.04 LTS coming, a fix needs to be ready for that.

/etc/sddm.conf is created by user-setup when oem is set up, but never
removed from the system when it is prepared for the end-user. Marking as
High; this is an important bug breaking OEM setups.

Did a fresh Vivid install, and ran into the same issue. First I thought
it might be related to bug #1384401, but removing the /etc/sddm.conf
file fixed it.

It's in Wily Alpha2 still present. Perhaps the fact that I am running a KVM vm
has something to do with this bug?
Also I manually need to start the oem-prepare script.

Too late for vivid now, Jonathan says we'll ignore OEM mode for vivid.
Probably not a big loss, most OEMs would prefer LTSes anyway?
